The best predictor of future behavior is past behavior, as the TV shrink tells us. I was reminded of that when I read the AZ Republic Phoenix City Council endorsement.

He vowed to complete the four-year term, explicitly ruling out a run for mayor in 2011.

The last time that Sal was an elected City Councilmember, he resigned to run for Congress. Let’s just take him at his word now. “Honestly, District 6, it’s over between me and seeking higher offices. I raised all that money from developers for you, baby.”

Sure he did.

Two issues best demonstrate the differences.

• The South Mountain Freeway in Ahwatukee. Both candidates oppose an alignment along Pecos Road and through South Mountain Park. Kennedy promises she won’t let it happen, period. DiCiccio understands how many agencies support this route, making it difficult for a single councilman to stop it. He says he is working on a different route but admits the odds are against him.

Residents may not want to hear what DiCiccio is saying, but it’s honest.

Anyone who has been following Sal’s wildly inconsistent statements on the South Mountain Freeway over the last few years and throughout this campaign knows that honest is not an apt descriptor of his stance(s) on that issue. It looks like the editorial board chooses to believe Sal’s smooth lines and excuses rather than checking up on him themselves.

• The Arizona Biltmore Resort and Spa. When DiCiccio was appointed to the council, the neighbors and developers were at each other’s throats. By the time the $600 million project gained approval, residents supported it. Some are now key members of DiCiccio’s campaign team.

Kennedy can’t claim a similar accomplishment. She hasn’t had the opportunity. But why replace a councilman who has this talent with an unknown quantity?

The only reason might be the odd tale DiCiccio told of being offered a law-enforcement endorsement, which went to Kennedy, if he would withdraw his support for Public Safety Director Jack Harris. The tale didn’t add up, and DiCiccio hasn’t cleared it up.

The man has a few idiosyncrasies. But with them come talent and knowledge, which is what matters most. We have no reservations about endorsing him.

The whole endorsement reads like the desperation-tinged assurances a woman gives to her friends that her cheating, lying, self-aggrandizing louse of a boyfriend has turned over a new leaf and is ready to commit to her now. No, really, this time he means it. And they look at her and think, “You poor, deluded idiot.” Which would be one thing if we were talking about one of our girlfriends who was being used and manipulated by some player, but we’re talking about the newspaper of record of a major metropolitan area. You’re embarrassing yourself, Arizona Republic, and worse than that, you’re trying to stick Phoenix with this cheater and liar.

    I can’t speak for Ahwatukee, ma’am, but what you say certainly doesn’t matter to me even though I’m reading it. Sometimes it’s nice to just get your dander up at how daft is the opposing view (if I could be so generous as to deem your incoherent ramblings a “view”). Angries up the blood and steels the resolve that there’s hope for real change if our opponents are so intellectually bankrupt.
